In recent years, Wuhan's various districts have been striving to increase the level of opening-up by developing brands with distinctive features. To help our readers better understand this, more effectively tell Wuhan stories to the world, and welcome the 20th National Congress of the Communist Party of China (CPC) with practical action, we are launching a series of bilingual reports related to "One District, One Brand." In this report, we take a look at Caidian District — the "city of Sino-French cooperation."
The Sino-French Wuhan Ecological Demonstration City, a cooperative project which is witnessed by Chinese President Xi Jinping, is making use of technologies and experience from both China and France in the fields of urban planning, construction, and management to achieve a sustainable development. It will utilize renewable energy resources, ecological environmental strategies, low carbon transport systems, and green building technologies to promote hi-tech R&D and innovation. It is attempting to become a demonstrative and replicable benchmark for sustainable urban development.

The ecological governance project of Shihu Lake, using France’s advanced concepts and technology in lake management and supported by the Agence Française de Développement (AFD), is set to begin construction next year. The main structure of an 8.1-km underground comprehensive pipe galley, which integrates the French “itty bitty blocks with dense road networks” concept, has been completed. In cooperation with Electricite De France (EDF), the district will carry out development, utilization, and management of distributed energy and new energy. It is now building its first energy station that is capable of providing a centralized cooling and heating service for 1.08 million square meters of building space. The main structure of the station has already completed. The Sino-French Peninsula Town, jointly planned and constructed with French partners, has introduced programs such as Gemdale’s SE Sino-French International Center, a French-style animation theme park, and an ecological tourist complex.

Focusing on the leading industries in areas such as the digital economy, high-end services, and life and health, the demonstration city has attracted French projects such as AKWEL and Taliske as well as the American-invested Sage Automotive Interiors.
The demonstration city has also joined hands with French partners to host cultural exchanges such as the China-France Year of the Environment, the Sino-French Environment Month, the Sino-French Music Festival, and the Sino-French Fashion Culture Exchange Ceremony.

The Tongji Community in the demonstration city has encouraged foreign residents there to be involved in community management and participate in various voluntary and cultural activities.

On Nov. 3, 2014, China and France agreed to hold a Sino-French Forum on Sustainable Urban Development annually, and locate the permanent venue in the Sino-French Wuhan Ecological Demonstration City.

From 2014 to 2019, six sessions of the forum were held in the demonstration city. Maurice Gourdault-Montagne and Jean-Maurice Ripert, former French ambassadors to China, Lu Shaye, the Chinese Ambassador to France, and other senior officials of the Chinese and French governments attended the sessions. The forum has gathered many well-known experts and scholars from home and abroad such as representatives from Fortune Global 500 companies and other leading enterprises. A number of key projects such as the Fadian Energy Management project have been signed during the sessions.

The forum has strengthened the friendship between China and France and the resolve of both countries to construct and develop the eco-city. Next, Caidian District will prepare with full attention in organizing the seventh session of the forum and actively invite industry leaders from home and abroad to participate, hoping to further promote the status of the forum and its influence. The district will strive to build the forum into a key carrier and platform for the international cooperation between China and France.
