It is hereby promulgated that the Decision of Wuhan Municipal People’s Government on Amending and Repealing Several Rules of the Municipal Government has been adopted at the 76th Executive Meeting of Wuhan Municipal People’s Government on December 20, 2018, and shall be implemented as of the date of promulgation.

Decision of Wuhan Municipal People’s Government on Amending and Repealing Several Rules of the Municipal Government
With a view to implementing the Notice of the General Office of the State Council on the Cleanup of Certification Items (G.B.F.[2018] No. 47), the Notice of the General Office of the Provincial People’s Government on the Cleanup of Certification Items (E.Z.B.H.[2018] No. 52) and the relevant requirements on the cleanup of rules, it is hereby decided after careful sorting to amend eleven rules of the Municipal Government including the Measures of Wuhan Municipality for Employees’ Maternity Insurance (Order No. 173 of the Municipal People’s Government) and to repeal the Measures of Wuhan Municipality for the Prevention of and Preparedness for Meteorological Disasters (Order No. 240 of the Municipal People’s Government).
I. Amendments of Eleven Rules
1. The Measures of Wuhan Municipality for Employees’ Maternity Insurance (Order No. 173 of the Municipal People’s Government) are amended as follows:
(1) Article 10 is deleted; and
(2) In Article 22, “the Wuhan Service Certificate for Family Planning or the Birth Approval Certificate and other relevant materials” is deleted.
2. The Measures of Wuhan Municipality for Low-rent Housing Security (Order No. 202 of the Municipal People’s Government) are amended as follows:
In Article 18, Items (4), (5) and (6) are deleted.
3. The Measures of Wuhan Municipality for the Administration of Economically Affordable Housing (Order No. 203 of the Municipal People’s Government) are amended as follows:
Article 31 is deleted.
4. The Measures of Wuhan Municipality for Funeral and Interment Administration (Order No. 213 of the Municipal People’s Government) are amended as follows:
In the first paragraph of Article 42, “in the presence of relevant certifications” is deleted.
5. The Measures of Wuhan Municipality for the Administration of House Leasing (Order No. 214 of the Municipal People’s Government) are amended as follows:
In Article 13, Items (1) and (2) of the first paragraph and “when a house owned jointly is leased, a certificate that the other sharing owners provide to agree on the leasing shall be submitted” in the second paragraph are deleted.
6. The Measures of Wuhan Municipality for the Administration of Special Residential Maintenance Funds (Order No. 216 of the Municipal People’s Government) are amended as follows:
(1) In Article 17, “and the account opening certificate of the bank in charge of special account management” in the first paragraph is deleted; and
(2) In Article 31, Item (2) of the first paragraph is deleted.
7. The Measures of Wuhan Municipality for the Administration of Society-run Welfare Institutions for the Aged (Order No. 230 of the Municipal People’s Government) are amended as follows:
(1) In Article 12, Items (3), (4) and (6) are deleted; and
(2) In the first paragraph of Article 14, Items (2), (4) and (5), “employees’ health condition certificate” in Item (7), and Item (8) are deleted.
8. The Measures of Wuhan Municipality for the Supervision and Administration over Motor Vehicle Safety Technology and Environmental Protection Inspections (Order No. 245 of the Municipal People’s Government) are amended as follows:
In Article 14, “on the strength of the following documents” and Items (1), (2), (3) and (4) are deleted.
9. The Measures of Wuhan Municipality for the Supervision and Control of Engineering Quality and Work Safety of Transport Projects (Order No. 265 of the Municipal People’s Government) are amended as follows:
In the first paragraph of Article 15, Items (4) and (6) are deleted.
10. The Interim Measures of Wuhan Municipality for the Implementation of Temporary Assistance (Order No. 271 of the Municipal People’s Government) are amended as follows:
In Article 10, Items (2) and (4) of the first paragraph, and the second paragraph are deleted.
11. The Provisional Implementing Rules of Wuhan Municipality for the Administration of Operating Services of Online Booked Taxis (Order No. 279 of the Municipal People’s Government) are amended as follows:
(1) In the first paragraph of Article 8, Items (2), (3) and (5) are deleted;
(2) In the first paragraph of Article 9, “the conformity certificates or the conformity marks of motor vehicle inspection” in Item (2), “the vehicle registration certificates, driving licenses” in Item (3), “or if the vehicles are owned by an enterprise, plus a business license of the enterprise, or if the vehicles are owned by an individual, plus the owner’s online taxi driver’s license” in Item (4), and Item (5) are deleted; and
(3) In the first paragraph of Article 10, “and driver’s license” in Item (2) is deleted.
Besides, in the foregoing rules of the Municipal People’s Government, the sequence of articles is adjusted accordingly.
II. Repeal of the Measures of Wuhan Municipality for the Prevention of and Preparedness for Meteorological Disasters (Order No. 240 of the Municipal People’s Government)
This Decision shall be implemented as of the date of promulgation. The eleven rules of the Municipal Government including the Measures of Wuhan Municipality for Employees’ Maternity Insurance (Order No. 173 of the Municipal People’s Government) shall be promulgated anew after being revised in accordance with this Decision.
